Yep it is the number of bits identifying the network, i.e. 10.0.0.0 /8 is 255.0.0.0 or /10 is 255.192.0.0 so the first 8 bts in the first octet are turned on and the next 2 in the 2nd octet as well, the 128+64, that make any sense?
