It does seem pretty sad though, he's just some interweb dude who was trying to fit in with his pirate buddies. Now if he goes to jail for 21 years his life is basically over, just because he uploaded a couple movies.

That is the maximum time and fines he faces. He is not going to end up with that as his sentence. What he did was wrong and he knew it. Without a prior record my guess is that he will be fined and probably put on some kind of probation.

He deserves punishment, he broke the law. It's isn't as bad as murder, but when you commit murder your maximum penalty you face in most states is death and in others life. I think that trumps the maximums this kid faces.
