I'm looking for a quality 19" LCD (most likely ordered from Newegg). Please give me your opinions on the best choice and why. Price range I would say no more than $400. Yes I will be gaming on it so I'd need a fast response time.

Are Samsung monitors still considered the best? Also, I'm a little confused on some of the newer features. What's Gray to Gray for instance?

Dell 1905FP. It looks nice and it's got a great stand where you can adjust height and viewing angle. Very ergonomic. I got one for my dad and he loves it.

As far as gaming, there's no LCD available that is going to touch a decent CRT in gaming. The question is, can you tolerate it? To me the benefits of an LCD outweigh the fixed native resolution and slight ghosting you'll get in games.

one of my friends has this LCD and it is great, only issue is lately there has been a bad batch and I don't know when the bad ones will be gone

if you want something that isn't so much of a gamble as the Hyundai, another friend of mine has this viewsonic - no ghosting there, that 2ms is crazy fast. More expensive tho.

Thanks for the input, I ended up getting a Samsung 940B (my parents have a 940N and it's sweet .. I figured I'd get the DVI version).

To get a good starting point, import the ICC-VX924 color profile off of the CD using the Nvidia console. I started with that, it's 100 times better than standard. But I then switched the profile to advanced and adjusted the curve a tad to get it just the way I like it, but using the ICC-VX924 curve as a reference.

It's funny how a lot of people say the color looks washed out on this display, which is entirely true if you just plug it in and leave it on all the default settings. It looks like complete crap. But just adjusting the color curve a little in the nvidia console works wonders.

Good choice with the 940B. Like many, I was all over the board when looking for a 19" LCD. I kept coming back to the 940B. Only downsides are non-height adjust and no DVI cable. Here's a good deal on one however: DVI-D cable

Samsung 940B, or the Viewsonic VX924/922.
Definitely the best choices for gaming monitors under $400 IMO.
