I need to buy a 19in. monitor for below $400. Everytime I get close to buying one, I read some bad reviews.

View Sonic's PS790. Get it from Tiger Direct for $299 or buy it at CompUsa from $499. Your choice.
My dad has a ViewSonic, older one that is the worst I've seen. I guess they could have changed.
I'm between some Samsungs or Sonys.

I went the extreme budget route and bought a proview 19" for $149 
Seems to work great. Good color, no moire pattern, good geometry adjustments, running at 1280x1024x32@75htz 24/7, I turn the brightness ALL the way down, and it still is just tad bit too bright for playing games in the dark, so I have to urn down the gamma a bit. It's a Samsung tube BTW. I had to send it back once after about 2 months, but they paid for it. I think the problem was a bad surge suppressor anyway. I all of a sudden got a bunch of bad sectors on my HDD, and since replacing my supressor, no more bad sectors, and my monitor has been fine so far. I expected to have to replace it, but so far, I think it's a good monitor. I think the cheapest you can get them for is like 249 now, so that doesn't really make it worth it. I really can't see a difference between this and my Dell 17" at work. they both look good. I suppose I could live with a 24" flatscreen though.

I bought my 900NF from buy.com for $461 total. I also have a $30 MIR, $430 isn't to bad. I love it!
I got a CompUSA labeled Pixie 19' monitor last Christmas for $179(after $50 rebate). It comes with a 3-year warranty. So far so good. Text and photos are sharp, color is nicely balanced. It's sure is a lot of monitor for the money.
Another vote for Samsung. Best price/quality ratio. If you want even cheaper you can get their 950P (which has one quite a few monitor of the year awards) or the 955DF. The DF is perfect flat. Everyone seems to love them, if you do a search for them on the boards i'm sure you'll see.
Sony is or is one of the best monitors you can buy. For about 500 you can pick up a G400. Its 100 more than your thinking of spending but just think of how long your going to have it....they last....break the piggy bank and roll them pennies!!!!
I don't know how good it is but I just bought a 19inc sony E400 off ubid.com for $243 plus shipping. Should be here thursday. The reviews I read said it was better than the viewsonic so I figured what the hell for $243. Its on pricewatch for $420 I think.
just ordered a monitor two days ago...my choices were the viewsonic pf790 or samsung 955df..i went with the samsung because many users gives it a good rating..it is also cheaper than the pf790..should receive it in two days..hope i like.

It uses Hitachi Invar Shadow Mask CRT with .22 dot pitch and 1600 x 1280 Res. @ 85 Hz refresh rate.
These are PROFESSIONAL series monitors that carry a 5 year transferable factory warranty. They were used primarily in CAD workstations and graphic business applications. They are VERY high quality in all respects.
I recently bought and resold 24 of these monitors that had come off of a hospital lease. They were all mfg in Aug of 98 and had over 2 1/2 years left on warranty. I paid $150 EACH and they all came with Cornerstones "Big Monitor" software on CD.
These monitors are GREAT! I replaced a 20" AST model 20H with the smaller Cornerstone and the quality of image was dramatically better.
These monitors came from a wholesaler in St. Louis called EPC ( Executive Personal Computer.) They had over 225 of these monitors five weeks ago and sold out of all by Monday of this week.
HOWEVER, they will be getting more monitors in from other leases that will be expiring. They do not yet advertise on their web site (www:epctech.com) so you will need to call periodically to check available inventory. ( 314-209-1999) They have some 20" Sonys coming in and some 21" CTX monitors in stock now. You will need to call for pricing...
Be advised that the Cornerstone $150 per monitor price was ONLY available for pallet purchases in increments of 12 each. The normal one piece price was $195 each plus tax and shipping.
These monitors sold in 1998 for $730 each and are still advertised new for $711 delivered by an vendor in Fla. Advertised List price is $999.
In any event...it is an OUTSTANDING monitor for less than $200...!

I have a Samsung 955SL due to space limitations and it is far better than either the Mag or the NEC that I tried before it. I highly recommend it, and the price is great. This one was around $200 after rebate.
In the last mont I've had five monitors on this desk, 3 KDS AV95tf(trinitron), 1 MicronPC 19" trinitron, and the Samsung 955DF.....I kept the Samsung because every other monitor (read: TRINITRON) looked like crsp! The trinitrons had bad geometry, blurry corners, blurry text at hi resolutions on a GeForce 2, and a high price tag. THe 955DF has superior geometry, colors that are just a bright as a trinitron (usually why people say they want a trinny!), crisp text at hi resolutions (currently 1280X960), a 3yr parts AND labor warranty, and they can be found for a lot less $$$ than a trinitron....you do the math.
Unless you like wasting money, don't buy Sony. Buy Samsung (900NF). Excellent monitor, I'm very pleased with it.
