18 FPS with a Radeon DDR 64 mb Vivo 200 mhz......why please help?

While playing counter-strike In some parts of maps I get into the Teens for FPS, and I consisently go into the 20 and 30's. I have 2 processors, i've tried both, they are a celeron 700 mhz, and a p2 450. I have 160 mbs of ram and a maxtor 5200 rpm HD. Please anyone tell me why or help me??///
