1700+ and the 1800+ slower than Duron 1300, why ?

Why does that make sense? The Duron has less cache, has lower core and FSB clock speeds all of which have an somewhat significant impact on Seti times.
 
What are your WU times like? 0.417-AR WUs should be in the 3:30 area on the AthlonXP's, if they're using DDR memory and a good-performing motherboard chipset. What's your rig like?
 
Something is wrong their big time!.What WU times are you getting & what specs are those rigs?

The fastest I had a Duron at was 1310MHz on 145MHz FSB with PC133 RAM,I got about 4hrs45mins/.417 WU ,even if you had DDR RAM with that you'd get about 4hrs 15mins at best.

My XP1500 @1.52GHz on the same mbrd & FSB as above manages about 4hrs/WU (drops below that for VHAR WU's)
I get 3hrs 18mins/.417 WU on my XP1600 but then it is o/ced to 1.6GHz on a 152MHz FSB with DDR RAM 🙂
