1700+ @ 1.74 GHZ What's holding me back?

I have a 1700+ TBRED A, I don't remember and lazy to take the PAL8045 off. However I got it to 1.74 ghz @ 12 *145 and 1.65 vcore on my Epox 8rda+. However, I can't seem to go any higher that 145 mhz for some reason. What are the possibilities? The other stuff in my computer is a 512 MB stick of Corsair XMS 3200 (which for some strange reason shows up as pc2700 in cpu-z though), a Visontek gf2pro 64 mb, 300 w enermax, and a lan card.
