I am trying to buy $17,000 worth of generators and can only get 1 company to give me a quote. I need 3 quotes. I am trying to buy from small businesses.

I guess the other companies are all part of the 1%.

You're dealing with the wrong group of companies. Are you seeking bids from manufacturers or resellers? Most manufacturers only sell in lots or production runs which are sold way before actual manufacturing. If resellers aren't willing to give you quotes, they're dumb fucks.

Why not just turn it over to the state's/CAL-Trans purchasing department?

Let THEM deal with the headaches...

Olds, are you you buying for a company with a Government contract? That might be the issue.

Not off the contract. I bought some stuff of it recently. I am trying to be a good little drone and spread the wealth.
Tomorrow, I resort to the contract.

Send letters to the manufacturers and they will pressure their resellers to do their job. I've run across this kind of crap from companies a number of times. They act like airlines/hotels with as many different pricing plans as there are customers. They really don't like doing business with anyone who refuses to negotiate. The government bid system is a huge stumbling block because they have to do a lot of work with no guarantee of a sale. You and I look at it as the price of doing business but, it doesn't take much investigating to see many businesses are doing their best to shift their overhead to the consumer.

With the state's economic woes, I'm surprised they let you have that much "discretionary spending authority" instead of it being handled by the purchasing department.

We do our own spending and as far as I know, don't have a purchasing department. The state of CA does but Afaik, they just make the rules.
And I wouldn't call the monies "discretionary". A need is identified, approved by scores of managers and they tell me what to buy.

They just don't want your IOUs.

What are they for? Are you allowed to buy high-quality, QUIET generators for long-term use, or are you expected to buy the cheapest generators around?

Because I could incorporate as a small business, buy some POS generators from Home Depot, and sell them to you for a fee...;)
