that is technical.

First you'll need IR receiver and transmitter, and a suitable controller to decode the IR signal. The PC case switch would turn on the PC if contact is closed so you can use a magnetic switch so that when the controller sprinkle a current to the magnetic switch the switch closes the circuit for the Power switch

I am not yeat an Electronic Engineer so I don't know what controllers are needed etc.
 
Hi, What you are looking for may be already available. I'm pretty sure I saw it at the Chicago Compter show at College of Dupage. It was offered by a surplus dealer, so it may not still be made. Google for it and you may find it. It did a lot more than just turn the computer on. A couple of years back Radio Shack had the IR receiver module that probably had suggested circuits on the package.
