169. Ip on computer NEED HELP!!

Hi, im having a problem with a computer im trying to hook up to a router in my house. Im getting the limited/no connectivity thing. Im getting the 169. Ip address even when i try directly connecting it to the modem. Ive tried uninstalling network card and restarting computer but still get it. This is the first time ive tried connecting this computer to the internet so im not even sure if the network card works. Its a motherboard ethernet port. I work for the cable company and usually when its a 169. ip address it requires a winsock fix which i dont know how to do.
