I am completely unfamiliar with the area. Are parents/students free to chose any elementary school in the city if they are Richmond residents? If so can they be bussed or is that only within a certain radius of their home?
 
Dude I am not sure, but Richmond city public schools suck. You really don't want to send them there. Chesterfield has good schools. I think most of the surrounding county schools are ok too. Like Henrico etc. Maybe someone who lives closer to, Richmond will respond. I think Glenn or Glenn1 lives around Richmond.
