the temp is 46 mobo and cpu 30 on liquid cooling. is this normal? also, cpu usage is always hanging around 30-40% idle. i don't understand. i checked the ram for errors but none. no programs taking up resources.

The temps seem ok to me. Try opening up the task manager and see what's running and using up the processor resources.
