160GB HDD only reads 130GB

I got a new harddrive and installed it and everything, but the OS only detects it as 130GB? Shouldn't it be 149 GB?

Yes it should.
Now go to Microsofts website and check their knowledge base.
It will tell you all you need to know and how to fix the problem.
Or, you can do a search on these forums and find many thread explaining the issue and how to fix.

Thanks. What exactly is the formula for determining what the size of a drive would be when Windows is reading it?

Multiply by 1 decimal GB (1 000 000 000) over 1 binary GB ( 1073741824 )

~ 0.931322574615478515625

160 x 0.931322574615478515625 = 149

Thanks, but a friend of mine has a 80gb that only reads 60. From your formula it should be 74GB.

Your friend's drive is messed up or not partitioned correctly... his formula is right.

If you feel like doing it the long way:

take the # of gigs.

x 1000 x 1000 x 1000

then

/ 1024 / 1024 / 1024 = answer
