1600MHz RAM shows up as 800 on CPU-Z

I have the 10-latency 1600mhz single-stick 8gb corsair vengeance ram, and everything else is correct, but the program shows 800MHz. They're not lying either, my SSD-based windows 7 takes very long time to boot up, I think it may have to do with the ram. I checked BIOS and it's on standard latencies, and I even manually set it to 1600MHz. What do?
