1600+ overclocking potential with multipliers? Also, where are the lower clocked thoroughbreds?

I currently have a shuttle ak31 rev3.1 mobo, unlocked t-bird 950mhz cpu, arctic silver 3, vantec 6027D copperheatsink, radeon 8500 64mb retail, 40 gig maxtor 7200, and a 350Watt psu. Anyhow... the fastest I can do with this mobo is 140mhz fsb at any multiplier setting. I upgraded from a celeron 300a oc'd to 466mhz so i had kind of high hopes of overclocking this 950mhz cpu (although i hear it's not the greatest for overclocking.). Anyhow.. why is it i can't go past 140mhz fsb? I don't think it's my ram. I have a stick of OCZ pc2400 and a stick of crucial 2100 but even before the crucial the ocz should have been able to do 150 cas 2.5. The main reason for the topic is I want to buy an XP chip and I'm not sure which one to go with. I hear all these great stories about the 1600+ OGOIA or whatever steppings and they are cheap... but do they overclock well multiplier wise? I'm thinking it may be better to go with an 1800+ and just o/c that up to 140mhz fsb. Also, what's up with the thoroughbreds? They have been out for a good while now and there's no cpus that I know of other than the 2200+ with that core. They are supposed to be easier to unlock, almost as easy as my t-bird was? Any ideas? I'd love to get a thoroughbred core 1700+ cpu (i think that's the lowest they will go?) b/c i'm sure at that low speed they would overclock well. Any feedback would be appreciated.

The recent XP1600+'s are doing very well. Expect to hit 1700MHz, hope for 1800. Adjust these numbers upwards by 100 if you have high-quality air cooling. Sorry about your fsb potential, mine stinks too. Oh well. I think my northbridge is too hot. In your case, the Radeon could be the problem. I had an 8500le (128MB) in my system for a couple weeks, and I had to lower the fsb to even boot. I can't recall the frequency, but it seemed pretty low. Hope this helps.
