16-bit programs on winxp

I seem to have trouble installing Mimesisonline. Every time i double click on the setup.exe i get "Can't run 16-bit Windows program" error.
I tried all the settings for compatibillity mode but nothing seems to work.

I have winxp build 2600 with all the update drivers
athlon xp
a31ka 3.1 mb
