Oh, I thought you were referring to the second one. Yeah, nothing can be done about the first - is it too "sideways" to qualify as a passport photo?
 
Your photographs must be:
2x2 inches in size
Identical
Taken within the past 6 months, showing current appearance
Color
Full face, front view with a plain white or off-white background
Between 1 inch and 1 3/8 inches from the bottom of the chin to the top of the head
Taken in normal street attire
Uniforms should not be worn in photographs except religious attire that is worn daily.
Do not wear a hat or headgear that obscures the hair or hairline.
If you normally wear prescription glasses, a hearing device, wig or similar articles, they should be worn for your picture.
Dark glasses or nonprescription glasses with tinted lenses are not acceptable unless you need them for medical reasons. A medical certificate may be required.

Here's a 5-minute job. I'm hardly a photoshop expert. I got some annoying visual artifacts when I exported it to .jpg. If someone hasn't come up with something better in awhile, perhaps I'll try again. Also, anyone who wishes to is welcome to work on the "halo" effect around her head, but I left it so that it will be easier to change the background color.

That's almost perfect, Jzero! Just a little gentler with the blue background and it'd be perfect.

That's almost perfect, Jzero! Just a little gentler with the blue background and it'd be perfect.

Here's a different blue, but the halo is more noticeable. 🙁
