Haven't built anything computer related for about 1.5 years.
Want to build a decent AMD dual core system.
Non SLI, but fast video.
2GB of memory.
Large drive.
Stable mobo.
Case and PS.
At this point not really looking to overclock, but maybe later on.

Opteron 165 or AMD x2 3800+ $270-$300
eVGA 7800gt (or wait for 7900gt since it seems as if it will be the same price as the 7800gt)
2X1 GB G.Skill DDR500 HZ's (he said just in case) $180 ish
Hitachi 7k250 or any of your preference.
DFI Ultra-D UT NF4.
Centurion 5
Enermax Liberty 500w

Only a 200 MHz difference, opteron 165's are known for overclocking, so you can pretty much overclock to a 4800+ easy.
