15 Hour Timer Ni-MH Battery Charger

Hey guys I've just got a few questions about my battery charger, which you can see here.

Is this charger safe for charging only partially drained batteries? Might it overcharge because the timer has not reached 15 hours?

Would the 15 hour timer have any chance of not charging high capacity batteries such as 2300mAH fully, since those would take longer to charge, right? The charger came with 1600mAH batteries originally.
