14 digit phone number on my caller id

I got a call on my cell phone, tried to answer and nobody was there. 14 digit number showed up on caller id.
My wife got a call with the same number a couple days ago.

I figured maybe it was an international number, so I tried looking up a country code but couldn't find any matches.

It shows up like 8-774-362-598-****
 
Funny thing is that a couple hours earlier, we were sitting in the dining room having dinner when our baby monitor receiver started making strange noises. Nobody was in the room where the transmitter part was. Kind of like a hum that would start low, rise in pitch, then go back down. It kept going in cycles like this for several minutes. And the volume lights on it would also go up and down. Made me think of the movie Signs.

My friend from Iraq calls the US and the number is completely blocked.

That doesn't mean CIDR is blocked on all calls from the military.
