1. What YOUR PC will be used for. That means what types of tasks you'll be performing.

Gaming, Netflix

2. What YOUR budget is. A price range is acceptable as long as it's not more than a 20% spread

$750

3. What country YOU will be buying YOUR parts from.

US

5. IF YOU have a brand preference. That means, are you an Intel-Fanboy, AMD-Fanboy, ATI-Fanboy, nVidia-Fanboy, Seagate-Fanboy, WD-Fanboy, etc.

I could care less

6. If YOU intend on using any of YOUR current parts, and if so, what those parts are.

Monitor (I need Mouse + Keyboard), OS

7. IF YOU plan on overclocking or run the system at default speeds.

If I can overclock, I will

8. What resolution, not monitor size, will you be using?

1920x1080p

9. WHEN do you plan to build it?

In 2 weeks I guess

I told you to take your 14 accounts and leave.

Basically, I'd start with that build. The $240 you have left would be for a monitor, keyboard, mouse, and if you're very cheap with that, maybe upgrade to an i5 instead of the i3.

If you already have the peripherals (from a previous machine?) upgrade the RAM too and put the last $100 into a Steam library.

I also have to put on my "school district employee" hat and encourage you to have your avatar be almost anything but your photograph.

What do you want to get into system building for anyway? Just a bunch of greasy old dudes hang in' around the Microcenter on a Friday night. Buy a laptop and a PS4 and go meet girls. 😛

I already have the monitor and the OS. I already went through school, this is short summer break. I have been saving money since I was 12 because my current laptop sucks. I already have an Xbox 1 First Day Edition.
