+12V putting out 11.01

Ok, My brothers PC has a Rosewill 550w psu installed. And it has 2 +12V rails at 18amp each.

The problem is, according to Lavalys Everest Ultimate, the +12V rail is putting out 11.01 sitting at desktop. When he goes to go into a game, and starts actual gameplay, it kicks him to a black screen. Loss of signal. And has to reboot.

Is the problem the +12V rail ?

EDIT: The +5V rail is putting out 4.97 sitting at desktop.

EDIT 2:

Athlon 3000+
1 gig memory
BFG 7900GTX OC
Wireless network card
3 120mm LED fans
1 hard drive (sata)
1 dvd burner

Jonnyguru REALLY REALLY needs to sticky a thread at the top that says

SOFTWARE READINGS ARE CRAP, DO NOT BELIEVE THEM

If you think that you have a voltage problem, go buy a Digital Multimeter and get a correct reading.

Since it was kicking him to black screen upon action in games....And the video card has 2D clocks of 265 and in 3D mode it goes to 670. I started ATITool. And it ran for less than two seconds and did the same thing it does when playing a game.

Well, guess what? It was tested with a multimeter, and it says it is putting out the exact same numbers as Everest Ultimate did. But I guess software is never right. Maybe sometimes it actually is huh ?

Thanks for your informative post though.

Well then why didn't you state that in the first place?

Wikipedia is sometimes right also, maybe you should use it to do all of your research papers.

But yes 11.01V is way out of spec and you should replace the PSU.

I didnt say so in the first place...because it was tested with the multimeter after I posted this thread

By the way, I just seen it drop to 10.47 on the +12V rail  And it was sitting idle at desktop.

alright I apologize for being snappy. But, we do see A TON of threads that say "Everest or Speedfan or CCCT said my 12V was 9V" The computer wouldn't even boot at that.

If multimeter confirms such low voltages then you really should replace that PSU ASAP

Yea, he just left with his pc....and he knows the deal now. He told me a few minutes ago, that he bought that PSU because it had a blue led fan in it 😕

I said...dude !...the most important part in your PC is the PSU. DO NOT EVER skimp on that !

And now needless to say, he agrees

Yea, I remember telling him on the day of purchase...there are certain PSU brands to stay away from. And Rosewill was one of them....

But...But...But...I want one with a blue fan. Ok..you do what you want.

That was our basic conversation. The thing is, he is in college for computer science and had electronics in the vocational school.
