Should work fine. Input voltage on the PWM is wide enough that fluctuation in the battery supply voltage won't affect it. Fan draws very little current so should be OK.

thanks for the assist. that fan is very loud at full speed and isnt always needed so wanted to adjust it as needed

Ideally you would avoid leaded PCB components on something with as much vibration as a motorcycle, or pot the entire thing with thermally conductive epoxy to a metal case for cooling purposes, which is a good idea anyway as that makes it weatherproof.

In that case you would be better off picking (or DIY modifying) one to use solid capacitors which are longer lasting, more immune to temperature extremes.

However the fan itself isn't exactly weatherproof either. You could get one with an IP68 rating but they tend to be specialty items that cost multiple times as much. For example:
