Can someone recommend me a video card as per the needs in the title?
I've been looking at Asus 3650 but apparently it gets very hot.

Well, what do you want to do with it? Game? Read AT? Play Solitaire?

Why does it have to be 128bit? For a cheap, web browsing/ watching movies video card you can't go past this 3450 for $24 AR

But if it must be 128bit, the the two linked cards above will be fine aswell.

cause I want to to run a dual monitor setup (19"" and 22") and go smoothly in vista as well.

The memory bus width does not affect whether the card will run dual monitors / Vista well (a 9700pro will run Vista aero well). There is 1 DVI and 1 VGA connection on that 3450, if you require 2x DVI then you could use a VGA->DVI convertor. Alternatively you could just buy a 3650 or the two cards linked above. A silent card is going to run hotter at idle and load but usually nothing to worry about- the modern Tjunction for GPU/CPUs is around 90c so until it hits that you are fine (and it will never get that hot unless something is not mounted correctly).

Pretty much any current generation video card will do dual screen well in vista. 8500gt is slightly cheaper than 8600gt but you pretty much throw away any gaming abilities. Another option could be to wait for a fanless 9500gt, which is supposed to spank the 8600gt.
