1280x960 on 19 inch LCD

Is there any LCD that does 1280x960 native? If not, can you run 1280x960 on a 19 without resizing the pixels?

Yes, you can run 1280 x 960 on a 19" LCD, with small black bar on the top and bottom. This works both for ATI and NVidia cards. NVidia cards also allow non-scaling at other resolutions, like 1024 x 768 - this doesn't seem to work with ATI cards.
