120mm fans spinning at 1/2 the rated RPM's

I noticed that the 120mm fans in my Silverstone Temjin TJ06 are rated at 2200RPM's, but my Cool Drive 4 displays them at 1080RPM's. I unplugged the yellow RPM sensor from the CD4 and no visual or auditory change. I plugged the yellow RPM sensor into the motherboard and same outcome. What's going on with these fans?

The yellow RPM sensor is, of course, a 3 pin while the red and black power connection is a 4 pin molex connected into a 4 pin molex off the PSU.

Okay, I looked at the wiring and I see a red and black wire coming from the fan into the molex, meeting with a yellow and black on the same molex which lead into a female molex. Basically the fan has a Male and Female connector for splitting. The molex where the red and black wires run into the yellow and black plug into the PSU molex in alignment with the yellow and black wires on it. To my knowledge, the yellow is 12v. I'm still seeing a 1080 - 1110 RPM on the rated 2200RPM fans. It's still only doing 1/2 of what it should.

Maybe the fan should work at +12 to -12V? (I don't know about the voltage on the molex connectors)
