12 volt line on psu

I was wondering what the acceptable ranges for the voltages on a computer are? I'm running Sandra sisoft and the 12 volt line has dipped around 11.56, this doesn't look right.

Your 12v rail should be witihin a 5% tolerance, so around 11.4...
For cheap lame psu's, 10% tolerance.

While running Sandra the 12 volt line keeps jumping and doesn't stay very constant. Is this something to worry about? I'm running this because my computer keeps freezing occassionally.

+/- 5% is the de facto "acceptable" limit, although I like mine to stay within +/- 3% just to be picky.
