100% CPU Usage after Catalyst install

Like the title states I upgraded my HD 6970 to a 290X today. Physically installed card then tried to install catalyst but it threw up an error "detection driver unable to load".

So I downloaded and run display driver uninstaller in safe mode.

Booted back into windows, fresh install latest catalyst, rebooted, and found CPU constantly pegged at 70 to 100%.

Catalyst itself taking 30% and there are about 15 Service Host: Local System processes taking up another 50% or so. Don't know if these were all here before but I definitely was idling around 2-3% CPU before this Catalyst.

Is this a common thing with AMD drivers? Anyone know how to fix?

Have you ever used a registry cleaner before on your current OS?

Debating if you should use c cleaner.

That display driver uninstall utility is a registry cleaner I think.
Paul, I cleared all non Microsoft services from startup list in misconfig, problem persists.

Safe mode fixes problem as well as limited startup. This all on 8.1 64-bit.

Ok now things are getting really disheartening :'(

I said screw it, reformatted and reinstalled Windows 8 from a fresh ISO I downloaded straight from Microsoft.

Boot into desktop for the first time and... 30% CPU at idle :eek:

I'm thinking its working harder to display video because I haven't installed Catalyst drivers yet.. so I install (this time from CD that came with the XFX 290x).

Reboot to find 100% CPU usage... all on a fresh partition and clean install of windows. Wow.. 15 years in the hobby and I've never seen anything like this going all the way back to an Intel Coppermine P3 and Geforce 3.

You haven't told us which CPU & board you have.. Is this some older platform?

Intel 2500K @ stock speeds and voltage
Asus P8Z68 Delux

This computer has been rock solid since 2011. Just a mess now, I don't even know where to start. I've never encountered a software issue that a clean install didn't fix.
