No, I have two accounts. One is several years old, they other was opened last summer. Both accounts recieved an email with the promo code. I have not used them yet, but apparently you have to have recieved the email, or have the message sent to your eBay My Messages to use it. I also recieved a catalog in the mail that mentions the coupon and says to go to My eBay messages for the code.
