They wouldn't try to sue someone to eat the cost. That cost should be covered by the state.

Farking lunatics... who set that $10mil figure ? Did they actually think it through ? If they actually expect it, I'm gonna stop right here and start laughing. If they wanted to teach the kid a lesson, how about some figure that is attainable ? And it's not like the kid was some punk out to cause trouble purposely.

It says they must by law try to recover costs.
It further states it cost 15 million to fight the blaze, and the state dept is covering 1/3 the cost. So thats how they came up with 10 million.
 
Uhh... the kid knew that his ATV (or dirt bike) needed a spark arrester, this is not a big secret. People take them off to increase performance, though not much is actually gained.
 
He's an adult, and is liable for the monetary cost of his actions. In this case, they cost 14.9 million dollars. He wasn't given the fine to punish him, it's called restitution.
