disagree. they started that way before the movie came out. then after it did they changed him into the hero of shield.

 
he setup the thing with titanium man to try to prevent the registration act from passing. which is the opposite of "setting up the civil war".

and the mgh that nitro got to boost his powers was acquired from declun of damage control. the only way tony/ironman is remotely connected with that is that him and a bunch of other rich people founded damage control years ago but he sold his stake in the company long ago..
