1 of 3 Laptops takes Awhile to Shut Down (Win 10)

I've got a small fleet of very unremarkable Toshiba AMD laptops that I use for contract work, web browsing, and email operations. All three computers have 8GB DDR3, 2.5" SSD and A6-5200 processors; all running Windows 10 Home 64-bit. They actually run pretty snappily, so long as the Antivirus isn't updating or something.

Anyway, for some reason one of the laptops takes quite awhile to shut down completely or go to sleep; I'm unsure why. The other two power down within seconds and to my knowledge all of the computers have the latest updates and security patches. It basically comes down to installed software but what it is the easiest way to check what is keeping the system on after the screen goes dark? I have one or two suspects that I will report back on.

My guess is it's something Windows related because I dual boot this laptop with Ubuntu 17 and that OS shuts right down every time. Other than some good old-fashioned trial and error I don't really know how to troubleshoot so I wanted to know if anyone else has experienced similar issues.
