Cheapest place to buy roses on V-day for most people will be national supermarket chains. Get there early for best selection.

Warehouse clubs like Costco and Sams are ok option but not great during V-day. That's because warehouse clubs raise price on items as wholesale price rise. So roses on V-day at Costco and Sams will be little higher than normal but not crazy like flowershops.
