is it normal for 1 core to max and the rest dwindle? http://postimg.org/image/foaegjmzl/

Edit: looks like 3 or 4 of the cores are "parked" I am playing GW2 which from what I understand utilizes CPU more the GPU. Would disabling parked cpu's yeld better performance? Any downsides aside power consumption?

I think you'll find that utilization pattern to be intrinsic to the software, because many (most) games are written with one main thread. You might get a bigger cooler and overclock that thing, what is it set to now?

It works as it should. GW2 doesnt use much more than 2 cores in overall. And seems to fit your usage pattern.

A lot of PC titles are like this a single thread binds the rest...

It's why Intel is ahead in a big way for many PC gamers because of the single thread performance which is what seems to be binding you now.
