It's a modified BIOS. End users will not be able to modify the BIOS because they are digitally signed. Basically what you buy is what you get.

Yea, W1zzard at TPU said they got a modified BIOS straight from EVGA, which makes sense. Digitally signed by them.

That sounds like Nvidia wants to artificially limit performance and my guess as to why would be because they will eventually give GK104 another respin, and rebadge it as a gtx760ti with higher clock speeds (probably 1200mhz or so).
