1/4 Pound double stack != 1/4 pound double stack?

So the other day I went to Wendy's and decided to order a value meal (I don't know why). I ordered the #4 which is a 1/4 double stack (lettuce, ketchup, 1000 island, onions, 2 patties). Since I was rather hungry that day, I decided to order another 1/4 pound double stack off the dollar menu.

When I got my orders, I noticed that one of the burgers was significantly smaller than the other. Wendy's divided the order into two bags, 1 bag containing the value meal and the other containing the $1 menu order. The $1 menu order had the kids bun with two of the kiddy patties! The other burger had the adult bun with two of the adult patties. What gives?
 
At first, I thought you had some bizarre logic error there...

Anyways, kinda weird how Wendy's did that. maybe they wanted to cheap you out because you ordered from the $1 menu.
 
perhaps the meal is two 1/4 burgers and the value is two 1/8 burgers .. both could correctly be called quarter pound double stacks ... ? Just a hypothesis
