1.2 GHZ Athlon C unlocked from factory?

Do the 1.2Ghz Athlon C (133 FSB) CPUs come multiplier unlocked from the factory?

I was under the impression that they were always locked by default, but I'm in possession of two of these chips where the L1 bridges look to be connected. In addition, my A7V133 will let me set the multiplier and it responds accordingly (in JumperFree mode). The chips default at 9x, but I'm currently running at 12x105 for 1260Mhz. I've double-checked this using WCPUID under Win2k and it reports the same info.

These were sold to me and marked as the "C" series chips (133 FSB), however I am unable to get my A7V133 to POST above 120 FSB. Could this be related?

Yes, most of them do. In fact, my AXHA "B" 1200 also came unlocked. Most of the later AMD chips came factory unlocked.
