1/2" 3/8" tubing

Just curious I assume that tubing for water cooling rigs is measured by the full diameter of the hose and not the internal width of the hole. I am wondering because I bought the INEX-720 from Koolance and thought it was 3/8" hose but it measures 1/2" (full diameter). Can someone elighten me?
 
The diameter most often used is the inner diameter of the tubing. Your tubing is most likely 3/8" ID (inner diameter) with a 1/2" OD (outer diameter).
