For the $700 rig, if you saved $40 by not getting an aftermarkes HS and got value ram instead of XMS, you could spend that extra $80 to bump it up to an A64 rig.

Question: What kind of games will he be playing? If he is playing any really recent games then he will not be happy with a 9600xt. A used 9800 pro would last much longer and can be had for not that much more.
Also, Corsair VS ram runs around 80 bucks for a gig now - check hot deals, you can save a few dollars by going that route. Why buy retail box when you're getting an after market fan? Go for an OEM 2800+ and save a few.
