If you go into a convenience store and buy an item that costs 1.00 US Dollar and you only have 99 US Pennies... can you still buy the item?

I would say yes... because most stores have the little penny tray where you can take 1 penny if needed.

So it would be safe to say the 1.00 USD = 99 USP

If it costs 1.00 chances are you will need to add taxes making it anywhere from $1.05 to $1.15 so unless they have "take a nickle" trays id say you are SOL

Most places will be so annoyed you gave them 99 pennies they'll ignore the shortage to get rid of you.

A penny you put into one of those stamping machines like they have at theme parks, etc.

Peter Gibbons: Um, the 7-Eleven, right? You take a penny from the tray.
Joanna: From the crippled children?
Peter Gibbons: No, that's the jar. I'm talking about the tray, the pennies for everybody.

Only with several caveats attached.

You're not going to logic your way around to saying that I can buy a Ferrari with $2.74, if that's what you're going for.

I've been as much as 25 cents short at my local carry-out, they always let it slide. They know I will be back within the week. Somedays I remember that they hooked me up on previous visits and throw them some extra change, or even a dollar, for the register.

Edit: but thats a mom and pop shop, the guys behind the counter could likely name most customers.

But at a 7-11 or speedway.. more than 4 pennies short, and no tray.... hit the ATM dirtball.

I highly doubt it is "illegal" to pay with more than 25 pennies, but the store "legally" doesnt have to accept payment of more than 25 pennies.
