So frequently when the blower is on my civic will squeal. Heat, AC, just fan it doesn't matter. Squeal starts, turn the blower off, squeal stops. Because of this it sounds like the blower itself but the squeal really sounds like a belt squeal. This is exactly what it sounds like:

The blower isn't that much ($45) and pretty easy to swap out but I am just looking for a sanity check as the symptoms seem contradictory as I've never heard a blower make abnormal noises other than whirring\clicking\grinding

Turn on the rear defrost + headlights and see if the squeal happens. If it does, then it's the serpentine belt, otherwise, perhaps it's the blower. Though if you put your head under the dash, you should hear a louder squeal if it really is the blower motor. Also, when you turn on the blower motor, make sure the A/C is off, then actuate the A/C on to see if that causes the noise.

It's definitely not headlight related and will happen when the AC is off. Not sure about the rear defrost. Haven't had it happen at home the few times I've tried to get it to occur while I could put my head under the dash

by turning those things on you are increasing the load on the alternator and thus the belt, does not have anything to do with the headlights or defrost.

no bearings to squeal in the headlights....o_O

Mine'll squeal too - it squeaks when I turn the vents on, gets quieter, and stops after a bit, then I get intermittent squeaks afterwards.

Blowers get squeaky. Probably a bad bearing.

For $45, I'd swap it.

Sounds like the alternator belt to me. It may need the tension adjusted or a new belt. Did you pop the hood and inspect the belts?
