It takes 16 to 22 years to BECOME Lt Col. (He did it in 16, as he was promoted to Lt Col in 2015)) BY LAW to become a Army Colonel (his next rank), you must have 22 years of cumulative service in the military and a minimum of three years as a lieutenant colonel before being promoted. Now do the math: 2020-1999 = 21 years he's been serving, which means he can't be promoted to Col until next year BY LAW.
