Actually, no he can't, as he didn't violate the chain of command. When you have an issue with someone in your chain of command that is above you, you are to go to the next person in that chain of command (not those below him). If Trump really wanted to pursue a court martial he could. He gave Vindman the easy way out after admitting he did not follow his chain of command under oath. This scumbag got off easy but Repubs aren't going to rock the boat when they have the wind at their backs. They are thinking long gain over short.
