Im hardly a OC'ing wiz but I think AS5 is just fine. I use it for both my CPU and my GPU. You dont have to worry about it being conductive, just apply it with some common sense (ie dont use it like finger paint :)). Both will do the job though.

Not to be anal but I said between 8xAF and 16xAF. In other words if you're going to max out AF I dont see a point going past 8x anyway. But 4xAF would probably be the best middle ground between IQ and performance.
Good to see you're getting better performance. Personally I cant even tell the difference between 8xAF and 16xAF. Even 4x to 8x isn't that noticable unless you're looking for it. I think 16x is just plain overkill. Try 4xAF if the flatter textures in the distance bother you, you'll get better IQ...
Its being forced because its not an option in the game, or what Scott Evans was referring to as "Max Settings" with those specs. Im sure there's an IQ benefit but 16AF will definitely impact performance, especially with this type of draw distance. Try it with it off and see if its smoother.
