With a dual core, can you run a game, such as World of Warcraft, in window mode and work on your pc (outlook, explorer, etc) at the same time as fast as if the game were not running?

My case from dell is plastic and has an extra fan vent (circle) on the back of the case. The side panel is connected with one big screw. I saw some custom made computers with the same case with the brand name compusa on the case.

I'm running a PII 300, 64MB. Takes me 26 seconds to open photoshop 5.5. I like having lots of applications open at the same time and run lots of system services and memory resident programs.
So Basically, whats the max windows can handle? I heard lots of programs can't even utilize speeds...
