Issue resolved. The problem was an outdated BIOS version to support this CPU. I have shipped the bios chip to california, they flashed it with the new version and now it works.

Almost 2½ years old DFI LanPartyUT NF3-250. It's built with good capacitors and one of the first things I did was to inspect each of them... they seem ok.
I tried to unplug the power/reset switches, it didn't change anything.
I did check the voltages of the PSU, it was like 4.9/12.5V, but that shouldn't matter since I'm already trying with another PSU to be sure.

I think you would need around 256MB. Or at least that's what worked well on my debian home server, but now I've upgraded to 1.25GB since I've added a lot of services since the beginning.
In one of my computers, there is a 256MB cache for the hard drives, but it's on the controller card. I think that's more efficient than putting more cache on each hardrive. Also I think it is even more efficient to use the operating system's disk cache that sits in main memory.
I agree with Aluvus. I might add, it will be necessary if you plan to do big overclocks. However it is not necessary as the mobo manufacturer states. Since you have it you should use it. It simply allow you to use 4 wires instead of 2 wires to do the same job, you'll run less current in each wire.
That is untrue. FAT32 is up to 2TB. The limitation is that you can't format partitions bigger than 32GB in FAT32 while using windows 2000/XP. windows 98 can format theses big partitions with no problem. That limitation in win 2000/XP was created to make people use NTFS.

I just looked at your PSU online. When using a 8 pins 12v board, the two 4 pins connectors are SUPPOSED to be plugged together. They call it a 4+4 8pin connector.
A few people have already posted it, but my choice is the hard disk drive in 1956. Without it, software and operating systems wouldn't have evolved really fast. And multimedia would still be relatively new.

no, it's supposed to be that way....the order in which you put the sticks matters. It's not a picky mobo. Each bank pair is wired to a different channel.
the IDE transfer mode must no be set correctly. Sometimes windows set it back to PIO mode or a lower DMA mode like when there are read/write errors. Check what the current IDE transfer mode is.
