What OS are you going to use with that 4GB of memory? If it's XP then if will only access about 3.2GB.

This sounds like a power problem and if you're sure that the 4-pin ATX power connector is snapped in then maybe your PSU is the problem. You didn't say what video card you're using. Does it need a power connector? If you haven't already done so then install only the minimum components and see...
