I don't agree with anything you said. First, not only do Dell and HP not offer all the options that Cyberpower does, but they are *much* more expensive with what they do offer.
There are no Seasonic or Antecs PSUs available from Cyberpower, but have since changed my PSU to a Xion SuperNova...
It's about $60 more expensive to get the GTX than the 2 GTs at Cyberpower so it wouldn't be worth it. For some reason they really jacked up the price of the GTX cards.

As far as I know Monarch installed all the latest drivers. I don't see any drivers dated recently. (I just got the computer a week ago.) I do see what I think is a BIOS update, but I've always read don't update your BIOS unless you know it fixes a known issue you have.

In W98SE I had no problem getting my links to stay in the order I wanted them on my tool bar. I recently upgraded to Windows XP and my links always reorganize themselves on the tool bar when I start Internet Explorer. Is this a known bug or am I missing a setting?
