I might drop a little more dime for a better power supply. Most of the premium brands (Seasonic, PCP&C etc) will probably be out of your price range, but you can pick up a decent Antec NeoHE/True Power 550w SLI for about $70.

I have a Seagate 400GB 7200.10 that I picked up from the Fry's deal a few months back. I have it soft mounted with 5 rubber bands and even with ZERO vibrations in the case, it still "ticks" pretty loudly during access times.
