There is no mandatory testing temperature in the ATX12V spec. Even if there was and it was higher than 25C, that would mean more than half of the PSU's on the market aren't following spec because more than half of the PSU's on the market are tested at 25C.
And some PSU's don't...

You're not hearing "capacitors popping." If you heard one capacitor go "pop" once, they're done. Caps don't sit there making popping noises. If they buldge and blow their top, they pop, they're done.

Nothing an end user can do can fix a fault thermal sensor in a PSU.
If the controller that adjusts the fan voltage fails, by default it's going to supply a full +12V to the fan to avoid overheating resulting in damage to the PSU.
PCP&C has an excellent support system in place... use it...

The primary things to look at are physical size, terminal location and that it has the MINIMUM CCA's.
Like a computer PSU, there's nothing wrong with having a 1000W when all you need is 300W as long as it fits in your case. ;)
