If OEM parts like hard drives don't come with anything but the hard drive itself, do you need to buy seperate cables?

Are there motherboards that are only compatible with GPU's that have NVIDIA/ATI chipsets? I had never known this, which kind of surprises me. I have no idea whether it's true or not. Is it?

I want to know what you guys think is the cheapest CPU (let's pretend it is July 22nd) that will be able to multi-task and run future programs for 2 or 3 years without me ever getting frustrated because it is slow.

Is the speed you gain from OC'ing your CPU something you'll notice a lot, or not really? Does it depend on what CPU and other parts you have?
Is OC'ing a must if you want to get the best bang for buck possible?
